In order to comply with PAS 2035 every domestic retrofit project will need to be managed by an approved Retrofit Coordinator

A Retrofit Coordinator is the individual who will be responsible for overseeing the assessment of dwellings as well as the subsequent specification, monitoring, and evaluation of energy efficiency measures, in accordance with PAS 2035.

A Retrofit Coordinator will manage a retrofit project from inception to completion, and will need to liaise with building owners, Retrofit Assessors, Retrofit Designers and Retrofit Installers in order to ensure effective end-to-end project management.

The activities that Retrofit Coordinators will need to undertake as part of the PAS 2035 process include:

  • The completion of a retrofit risk assessment for each dwelling or dwelling type within the retrofit project

  • The development of a retrofit project plan

  • The development of a medium term improvement plan for every dwelling, for implementation over a period of thirty years

  • The documentation of the project progress, including any information that is supplied by building owners, and other retrofit stakeholders involved in the delivery of the project

At the start of a retrofit journey, the Retrofit Coordinator may work with a Retrofit Assessor, who will visit the property and collect the information needed by the Retrofit Coordinator to complete the improvement option evaluation and Whole House Retrofit Plan.  However, the Retrofit Coordinator may also undertake the retrofit assessment work themselves.

The Retrofit Assessor will also work with a Retrofit Designer on how to best integrate retrofit measures (in order to prevent damp and other issues) and on strategies to provide effective ventilation, moisture management, insulation and heating.

As outlined above the Retrofit Coordinator will also work with the client, to establish their objectives and, if requested by the client, with the installer.

If you are an individual considering the install of two or more retrofit measures either together or over time, it would make a lot of sense to commission a Retrofit Coordinator to complete a Whole House Retrofit Plan on your behalf. This will ensure that any unintended consequences e.g., an oversized boiler or damp because of not having a ventilation strategy can be avoided. The Retrofit Coordinator can also advise on the best order to do the work in and maybe able to help with finding installers.

Although getting a Whole House Retrofit Plan is not cheap (you can expect it to cost in the region of £500) the it is money well spent, if you consider the cost of rectifying any mistakes in the planning and install if you do not appoint one.

If you are an installer doing work under PAS2030:2019 you will need a Retrofit Coordinator to sign off your work before you can get paid.
